Zelenskyy Calls for European Union to Employ Frozen Russian Resources for Ukraine's Defence Financing

Amid continuing summit negotiations, Ukrainian President has insisted EU leaders to activate measures utilizing immobilized Russian resources to fund Ukraine's defence efforts "without delay".

Urgent Decision Demanded

Addressing EU delegates in the EU capital on Thursday, the Ukrainian leader highlighted the vital necessity to fully employ Russian assets for the nation's protection against ongoing hostilities.

"Those who delays this resolution is not only restricting our military but also hindering your own advancement," he affirmed, vowing that the nation would allocate significant resources in acquiring European military equipment.

EU Loan Proposal

European Union leaders are presently considering proposals to finance an interest-free financial package for Ukraine guaranteed by Russia's central bank resources, which were immobilized immediately after the full-scale invasion.

European officials has outlined a 140-billion-euro interest-free loan, with possible directives to prepare detailed juridical texts seeking to complete the arrangement by the end of the year.

International Positions

The Kremlin has labeled the plan as "theft" and has pledged to take action against any persons or states deemed to have seized Russian funds.

Brussels authorities, which hosts substantial Russian assets at Euroclear, representing eighty-six percent of all Russia's state assets within the European Union, has voiced reservations about the initiative.

"When you want to proceed, we will have to move collectively," commented Belgian Prime Minister, highlighting the need for safeguards that all EU countries would cover the financial burden if the Russian government tried to retrieve its money.

Global Coordination

Approximately 33% of Russian government resources are maintained outside the European Union, including in the Asian nation (28 billion euros), the UK (€27 billion), the North American country (15 billion euros) and the US (4 billion euros).

  • Japan maintains substantial Russian assets
  • UK holds significant Russian economic holdings
  • Canada has significant Russia's assets
  • United States maintains more limited but important assets

Political Challenges

Hungary, known for its Russia-friendly position, has frequently postponed EU restrictive measures and while it has never attempted to prevent them, its skeptical discourse raise questions about future endorsement.

Hungarian Prime Minister avoided the Ukrainian-focused talks to attend ceremonies in Budapest observing the 1956 Hungarian revolution.

Latest Measures

Prior to the summit, the EU endorsed its latest round of restrictive measures against Russia, focusing on energy resources for the first time.

This move was subsequent to comparable actions by the US, which implemented measures on the Russian two largest oil companies, major Russian enterprises.

Optimism in Agreement

Despite ongoing wrangling over the compensation package, several representatives voiced optimism in achieving an accord.

"Today we will establish the important resolution to secure the economic needs of Ukraine from the coming years," stated a leading European leader, characterizing the remaining issues as "procedural matters".

Latvia's prime minister noted that an accord on the financial package would empower the Ukrainian president in any future negotiation talks.

Diplomatic Considerations

Ukrainian government has minimized accounts of a comprehensive resolution initiative that appeared recently, indicating it was the effort of "certain allies" seeking to counter "some plan from Russia".

The Ukrainian president highlighted that Moscow has shown no sign of wanting to terminate the war, mentioning latest strikes on populated locations.

"Increased sanctions on Russia and they will sit and negotiate and I consider this is the plan," he affirmed.
